Comment: "Another upsetting report about how the government's determination to throw money to solve problems within Higher Education is not working. A much more fundamental position needs to be taken on what we want HE to achieve, and from that we will be able to determine who to admit, what courses to do, how to fund the system, and much more. Until the key question is tackled, we will continue to struggle."
